I usually use hand warm water and add it slowly, mixing and kneading it. Adding all of the water at once can sometimes cause this problem.
I would suggest that you sprinkle a teaspoon or two of flour on your hand and the work surface, then knead your dough on top of it, until you have got the consistency you want.
